Portfolio management consulting for IB-SALUT's e-Government / Digital Administration portfolio: SAFe Lean Portfolio Management applied, AI-driven digitization of administrative processes, and a transformation roadmap shaped under ENS compliance.
Context
IB-SALUT runs the public healthcare system of the Balearic Islands. Its e-Government and Digital Administration portfolio covers the administrative processes that support healthcare operations — internal requests, formal procedures, document management — and had grown by accumulation, without a portfolio view to decide what to digitize first.
Decision
Work as a portfolio consultant, not as an executor of isolated projects:
- SAFe Lean Portfolio Management to order the work: identify value streams, prioritize work areas, and align investment with the institution’s strategy.
- AI applied to operations: map repetitive administrative workflows, identify which can be digitized, and ship them as automation — not as PowerPoint.
- Advisory to IB-SALUT leadership on project, program, and portfolio criteria, shaping the digital transformation roadmap.
- ENS compliance by design: Spain’s national security framework dictates what can be done and how; it is built in as a constraint, not bolted on at the end.
Result
A portfolio ordered under SAFe LPM criteria, a first wave of AI-driven digitization of administrative processes underway, and a transformation roadmap reviewed with IB-SALUT leadership.
There are no impact numbers yet: the work started in January 2026 and is measured in milestones, not percentages. When comparable results are available, they will be published here.
